The Ministry of Ports, Shipping, and Waterways (MoPSW) is making significant strides towards realizing the ambitious goals of the Maritime India Vision 2030. A key initiative in this direction is the establishment of the India Maritime Centre (IMC). This centre is poised to become the backbone of a unified and powerful Indian maritime sector.

Collaborative Planning for a Unified Future

A recent meeting, chaired by Shri TK Ramachandran, Secretary of MoPSW, brought together key stakeholders to finalize the framework for the IMC. Representatives from leading maritime associations like the Shipping Agents’ Association of India (SAI), the Federation of Freight Forwarders’ Associations in India (FFFAI), the Indian National Shipowners Association (INSA), and others actively participated in these discussions.

The meeting focused on crucial aspects like the IMC’s constitution, operational procedures, required documentation, and the establishment of necessary infrastructure. This collaborative approach ensures that the IMC functions smoothly and effectively, catering to the needs of the entire Indian maritime industry.

The IMC: A Think Tank for Growth and Leadership

The core mission of the IMC is to create a central platform for collaboration and knowledge sharing within the Indian maritime sector. It will act as a vital think tank, fostering policy development and generating recommendations that will propel the industry forward.

One of the primary goals of the IMC is to strengthen India’s presence and influence in international maritime forums. This includes robust participation in the International Maritime Organization (IMO), which sets global standards for shipping safety and environmental protection. By actively engaging in these discussions, India can play a leading role in shaping the future of maritime regulations.

Building a World-Class Institution: From Plans to Action

The MoPSW is committed to making the IMC a world-class institution that drives innovation and excellence in the Indian maritime industry. The Secretary of MoPSW emphasized the IMC’s role as a catalyst for “sustainable growth and enhancing India’s position in the global maritime community.”

Setting Up the Stage: Location, Infrastructure, and Organization

To translate vision into reality, a dedicated Task Force was formed for the IMC in January 2024. Divided into focused subgroups – Awareness and Outreach, Infrastructure and Operationalisation, and Procedure and Documentation – the Task Force has been diligently working on various aspects of the IMC’s establishment.

Following careful consideration, Mumbai, Maharashtra, has been chosen as the official location for the IMC. Within Mumbai, a building on the Indian Maritime University (IMU) Campus has been identified for renovation to house the IMC. Additionally, discussions are underway to secure space (approximately 2,000 square feet) at the MTI Campus in Powai, which is owned by the Shipping Corporation of India (SCI). The MoPSW is actively collaborating with SCI on furnishing requirements for the space.

Furthermore, the Task Force is currently developing an organizational chart (organogram) to define the structure and functioning of the IMC. This ensures efficient allocation of resources and a clear hierarchy to streamline operations.

A Look Beyond: Growth on the Horizon

The establishment of the IMC coincides with another positive development in the Indian maritime sector. In June, the Indian Union Cabinet approved the creation of a major port in Vadhavan, near Dahanu in Maharashtra. This expansion of port infrastructure will further strengthen India’s position as a maritime leader.
